How can we make Surrey an even better place to live?

I've heard of Brixton issuing its own currency for use in local shops, which encourages people to spend in their local area - it's like a loyalty card for the area. Money is issued in paper form and electronic pay by text. Could Surrey do something similar? More details here: http://brixtonpound.org/about/keyfacts/

Not Brixton's idea - see http://www.thelewespound.org/. Works in close communities - not sure its a pan Surrey idea. And woudl the LA finance officers take to the idea of CTAX being paid in Surrey Pounds?
