Use cars-not buses to give transport links to communities or taxishare scheme
In Africa cars would run on set routes with a fixed fare - passengers could flag down/drop off anywhere along the route. These public transport cars were easily identifiable to the public. By using cars rather than large buses it may be possible to provide more transport links to communities (which from Chat Zone thread appears to be a problem in Surrey) more economically viable.
Alternatively set up a website that allows users to express their desire to taxi share on set date/night (making use of similar approach used to car share scheme)
