How can we make Surrey an even better place to live?

We have a culture of aversion to risk, and yet we are constantly undergoing change. To create an adaptive organization that is used to and comfortable with change, can we create a program of job swaps between departments and directorates, so that every employee in the organization spends some time out of their normal role.
